Why Bishop Howell
Experience. Integrity. Vision. The PAW needs a leader who is anchored in Apostolic
truth and fluent in the language of this era.
01
The Case for His Candidacy
The 21st-century church needs leadership that is anchored in Apostolic truth, committed to integrity, and prepared to guide the fellowship through a changing world. Bishop Richard D. Howell Jr. offers a leadership vision that honors the PAW’s foundation while preparing it for a stronger, more connected, and more impactful future.
02
He Knows the Fellowship
Bishop Howell has spent his life serving the Pentecostal Assemblies of the World. He knows the organization not from a distance, but through decades of ministry, service, leadership, and relationship. He has listened to pastors, bishops, council leaders, young adults, women in ministry, and lay professionals across the fellowship. He understands the opportunities before the PAW and the concerns that must be addressed with care, courage, and clarity.
03
He Has the Heart of a Pastor
Bishop Howell often says, “My heart is with pastors.” That statement reflects the center of his leadership. Pastors carry the daily responsibility of preaching, counseling, caring for families, leading congregations, managing operations, and serving communities. Bishop Howell believes the PAW must provide stronger year-round support for the shepherds who carry the work of the fellowship every day. A stronger PAW begins with stronger pastors.
04
He Has the Mind of an Executive
For decades, Bishop Howell has led Shiloh Temple International Ministries with both pastoral wisdom and organizational discipline. His leadership experience includes managing systems, developing leaders, strengthening operations, and creating structures that support sustainable ministry.
His First 100 Days plan reflects this same approach: clear priorities, defined accountability, measurable outcomes, and a commitment to excellence in execution.
05
He Leads in the Public Square
Bishop Howell believes the church must be present where people are hurting, searching, and seeking hope. His ministry has consistently connected spiritual leadership with community engagement. In Minneapolis and beyond, he has worked across faith, civic, business, and community lines to promote justice, healing, partnership, and practical support for those in need. His leadership reflects the conviction that holiness is lived not only in the sanctuary, but also through service to the community.
06
He Builds Leaders
Bishop Howell is a leader who develops others. He has mentored pastors, strengthened council leadership, supported families, and invested in emerging leaders across generations. His vision for the PAW includes intentional leadership pathways that prepare young adults, mid-career leaders, women, clergy, and lay professionals to serve with confidence and purpose.

A Kairos Moment for the PAW
The PAW has a remarkable legacy and a meaningful future. This moment calls for unity, spiritual clarity, innovation, and leadership that can bring the fellowship together around a shared vision.
Bishop Howell is prepared to help lead that work.
CALL TO ACTION:
3rd Generation Apostolic Visionary
The Man. The Pastor. The Leader.
Bishop Richard D. Howell Jr. is the Senior Pastor of Shiloh Temple International Ministries in Minneapolis, Minnesota, where for decades he has merged pastoral love and wisdom with executive precision. His ministry is not confined to the pulpit. When the world grieved the murder of George Floyd just blocks from his sanctuary, he was there — marching, praying, and leading clergy, business, and government leaders to take action across racial lines.
He is a husband to Pastor Bettye Howell, a former banking vice-president, prophetic voice, and champion for women in ministry. He is a father. A grandfather. A leader who understands that ministry begins at home before it reaches the world.
He is the recipient of the John Lewis Justice Award. The Chair of the Minnesota Council of Churches. He is the author of Faith in Action, Possess the Kingdom, and The Eden Experience. He has served the PAW in nearly every capacity of ministry — not because he sought titles, but because he always answers the call.
He understands that social justice is not politics — it is public holiness. He understands that excellence in execution must become our culture. And he understands, above all, that the Church in Motion does not drift — it moves with purpose, power, and prophetic clarity.

Three Core Convictions
Bishop Howell’s leadership and ministry are grounded in three enduring convictions:
- Jesus Christ remains the Church’s most powerful and relevant message.
- The Church must lead with integrity, excellence, and accountability.
- The Church is the greatest resources for meeting the needs of communities.
