The Platform & First 100 Days
Under Bishop Howell's leadership, the PAW Inc. will not simply be managed -- it will be
moved. Eight priorities. Three phases. One direction.
Integrity
Above reproach in all things. Accountability is a relationship with God, not just a system.
Excellence
Ministry is measured by impact. Every system and structure must reflect the glory of God.
Unity
Division is the enemy of movement. We are one body, one fellowship — and we will be led as one.
Innovation
Our heritage is a launching pad. The next century requires prophetic thinking applied to structural opportunity.
Service
The greatest leader is the greatest servant. The Presiding Bishop's office exists to serve the fellowship.
Holiness
Everything we build must rest on the foundation of a holy life in Jesus Christ.
Compassion
The church exists for people -- in the pew, in the pulpit, and in the community.
The 8 Priorities
These are not aspirations. They are commitments.
01
Excellence in Execution
Excellence is not optional -- it is Apostolic. From the local church to the international office, every system, every service, every structure must reflect the integrity, wisdom, discipline, and glory of God. Ministry is measured not by sound or stage, but by soul-winning, life-transforming impact.
Expected Impact: A fellowship that operates with clarity, consistency, integrity, and excellence at every level.
02
Empowering Pastors
My heart is with pastors. The Pastor Wellness & Leadership Fund will provide grants, counseling, and operational training for the shepherds of this fellowship. Our conventions will evolve to feature strategic personal and professional development for pastors, clergy, and auxiliary leaders. When pastors thrive -- families are strengthened, churches grow, and the Kingdom advances.
Expected Impact: Healthier pastors, stronger churches, and more sustainable ministry.
03
Build Thriving Councils
Strong councils create strong churches, and together they build a thriving organization. Council Acceleration Teams will modernize operations, strengthen youth engagement, and transform councils from gatherings into regional engines of growth. Regional alignment is the infrastructure of national unity.
Expected Impact: Stronger regional councils that function as engines of growth, connection, and support.
04
Called to Lead
The future of the PAW Inc. depends on how intentionally we invest in the leaders who will carry this movement forward. Young people are not walking away from the Church -- they are searching for authentic leadership, meaningful purpose, and opportunities to grow. Through the NextGen Leadership Pipeline, we will develop emerging leaders across generations to strengthen Apostolic leadership in the pulpit, the marketplace, and every sector of society.
Expected Impact: A stronger leadership bench and a fellowship the next generation can help build.
05
Elevating Women
The story of the PAW Inc. cannot be told without the faith, sacrifice, leadership, and vision of women. Their impact has shaped the spiritual and organizational strength of this movement for generations. Through She Leads, Pastor Bettye Howell will help curate meaningful pathways for connection, leadership development, collaboration, advocacy, and service -- lifting the trusted voice of women to help shape an organization where women leaders, builders, and visionaries thrive.
Expected Impact: Stronger pathways for women to lead, mentor, serve, and help shape the future of the PAW.
06
Strategic Investments
Three high-return investments will amplify the PAW Inc’s global voice, reach, and unity: Worship Excellence, Digital & Social Media Expansion, and Leadership Development. The church that innovates is the church that lasts.
Expected Impact: A more visible, connected, and future-ready fellowship.
07
Financial & Social Impact
Financial freedom is Kingdom infrastructure. The National Church Capacity & Innovation Fund and the PAW Enterprise Hub will provide business training, church development, and community reinvestment -- laying the foundation for fiscally healthy churches, pastors, councils, and communities.
Expected Impact: Stronger churches, financially empowered members, and greater community impact.
08
Mobilize Lay Leadership & Service
Every believer has a calling. Every skill and gift has Kingdom value. The PAW Connect Database will mobilize the full scope of gifts, expertise, and calling already present in this body -- turning the pew into a pipeline for Apostolic impact.
Expected Impact: A more connected body where gifts in the pew become service, leadership, and community impact.

The First 100 Days
Not symbolic. Strategic.
Every office will have a mandate. Every leader will have metrics. Every day will have a purpose.
The first 100 days send one unified message: the PAW Inc. is moving forward, on purpose.
Bishop Howell’s administration will establish the tone, structure, and momentum for the next era of the PAW Inc.
The plan is organized in three phases: spiritual reset, structural alignment, and national activation.
PHASE ONE | DAYS 1-30
Administrative Reveal & Spiritual Reset
1
National Address to the Fellowship
A unifying message -- delivered by video and in writing -- declaring the new administration's vision and extending an open invitation for collective participation. Not an announcement. A covenant.
2
Formation of the Presider's Executive Cabinet
Each member receives a mandate, metrics, and a 100-day assignment -- a comprehensive team built for collaboration and accountability from day one.
3
National Consecration & Spiritual Reset
A presider-led season of prayer, fasting, and doctrinal clarity. The new era begins on its knees.
4
The Listening Project: 100 Voices in 100 Days
Structured listening sessions with diocesan bishops, pastors, council chairs, NextGen leaders, She Leads leaders, lay professionals, and international dioceses.
PHASE TWO | DAYS 31–60
Structural & Governance Alignment
5
National Audit of Systems, Operations & Communication
A comprehensive review of headquarters workflows, treasury, credentialing, auxiliaries, and data systems -- producing the PAW Operations Stabilization Report with a clear path forward.
6
Council Revitalization Invitation
New reporting structures, financial accountability systems, and ministry benchmarks begin transforming councils from administrative units into regional growth platforms.
7
Pastor Wellness & Leadership Fund Launch
Seed funding identified, wellness programs defined, and the first cohort of pastors engaged -- within 100 days, every shepherd knows this administration sees them.
8
Bylaw & Governance Clarity
Officer role alignment, auxiliary reorganization, and committee mandate resets -- everyone rowing in the same direction, with clear authority and accountability.
PHASE THREE | DAYS 61–100
Activation, Expansion & Momentum
9
National Rollout of NextGen & She Leads
The NextGen 2026-2027 calendar launches. The She Leads National Framework goes live. The next generation feels it on day one.
10
Financial Architecture Launch
National Church Capacity & Innovation Fund and PAW Enterprise Hub launch simultaneously -- every dollar deployed through councils with full transparency and accountability.
11
Digital Expansion & PAW Connect Database
The PAW enters the digital future -- not reluctantly, but intentionally. Digital evangelism standards, social media strategy, and the PAW Connect Database all go live.
12
National Evangelism & Discipleship Strategy
Multi-city revival scheduling, council partnerships, and global missions expansion. Proclamation, not preservation. Movement, not maintenance.
13
Government, Civic & Philanthropic Engagement
Establishment of the PAW Office of Government Affairs, faith-based partnerships, public policy education, and the National Civic Engagement Voting Initiative.
14
First 100 Days Report to the Fellowship
